WORKING GROUP ON NICARAGUA
(Adopted by the Permanent Council at its special meeting, held on August 2, 2018)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
REAFFIRMING the principles enshrined in Article 3 of the OAS Charter;
TAKING INTO ACCOUNT the Report on Human Rights in Nicaragua of the Inter-American Commission on Human Rights (IACHR), as well as the creation of the Special Follow-up Mechanism for Nicaragua (MESENI), the creation and installation of the Interdisciplinary Group of Independent Experts for Nicaragua (GIEI), and the work of the Department of Electoral Cooperation and Observation for the strengthening of democratic institutions in Nicaragua;
UNDERSCORING, also, the on-site visit of the Independent Experts of the Office of the United Nations High Commissioner for Human Rights;
CONSIDERING the Declaration of Support to the People of Nicaragua of the General Assembly AG/DEC. 97 (XLVIII-O/18) of June 5, 2018 and the resolution of the Permanent Council entitled “The situation in Nicaragua” CP/RES. 1108 (2172)/18; of July 18, 2018;
RESOLVES:
- To create a Working Group on Nicaragua, in accordance with the provisions of Article 12 of the Rules of Procedure of the Permanent Council, whose mandate will be to contribute to the search for peaceful and sustainable solutions to the evolving situation in Nicaragua, including through consultations with the Government of Nicaragua.
- That the Working Group on Nicaragua will contribute to the process of national dialogue in Nicaragua, including support, accompaniment, and verification measures in coordination with ongoing efforts of the Organization, SICA, and other regional and international actors.
- That the Working Group on Nicaragua will be composed of a representative of each regional group and other Member States committed to the objectives of resolution CP/RES. 1108 (2172)/18; of July 18, 2018, to be designated by the Chair of the Permanent Council in consultation with the coordinators of regional groups, no later than August 10, and in full accordance with the provisions contained in Article 25 of the Rules of the Permanent Council.
- That, in order to comply with this resolution and to facilitate follow-up efforts, the Working Group on Nicaragua will present a monthly report to the Permanent Council on its actions and progress.
